Sam Hultzman serves as the System Owner for the National Flood Insurance Program’s (NFIP) Pivot system. A major IT Modernization effort at FEMA, Pivot consolidates and facilitates the NFIP’s core business processes within a single system, validating over $3 billion in insurance policies for 4.6 million customers per year. In his thirteen years with FEMA, Sam has served as an Enterprise Architect with FEMA OCIO, as System Owner/Program Manager with Individual and Community Preparedness, and as System Owner/Systems Engineer for Pivot.
